Our Vetting Process for UAE Agencies
Each agency below keeps a staffed office somewhere in the seven emirates, on the mainland or in a free zone. We read every firm’s own website to confirm the healthcare projects it publishes, whether for polyclinics, dental centers, hospital groups or pharma brands, along with the services it says it delivers. Placement in this list is never for sale.
Private Care, Insurance and Medical Tourism in the Emirates
Healthcare in the UAE is regulated emirate by emirate, and the private sector is large. In Dubai alone, the Dubai Health Authority counted 5,931 licensed health facilities in the first half of 2026, up 7% on a year earlier, along with 70,566 licensed health professionals and 1,794 pharmacies. DHA named obstetrics and gynaecology, paediatrics and dermatology as the fastest-growing specialties.
Employer-funded insurance shapes demand. Since 1 January 2025, employers in Sharjah, Ajman, Fujairah, Ras Al Khaimah and Umm Al Quwain must insure private-sector staff and domestic workers, according to the Ministry of Human Resources and Emiratisation, so accepted-insurer pages matter as much as self-pay offers.
Medical tourism adds another market. DHA reported more than 691,000 international health tourists in 2023, spending over AED 1.03 billion on care. A third came from Asia, 28% from GCC countries and 23% from Europe and the CIS, with dentistry, dermatology and gynaecology most in demand. Agency clients here tend to be hospital groups, polyclinics, dental and skin clinics, fertility centers, pharmacies, and drug and device makers.
Who Clears Health Ads in Each Emirate
No single body approves health advertising nationwide. The rules depend on where a facility is licensed, and federal media law covers whoever publishes the content.
Authority
Who it covers
What it means for ads
Ministry of Health and Prevention (MOHAP)
Federal health advertising licenses for providers, pharmacies, drug and device firms
Ads carry the license number; other languages need a legal Arabic or English translation
Dubai Health Authority (DHA)
Facilities and professionals licensed in Dubai
August 2026 social media standards: no superlatives, licensed titles only, medical director sign-off
Department of Health Abu Dhabi
Facilities licensed in Abu Dhabi
Advertising guidelines with an approval process run through DoH systems
Dubai Healthcare City Authority (DHCR)
Operators in the Dubai Healthcare City free zone
DHCR approval of medical ads, plus MOHAP approval for ads shown outside the facility
Emirates Drug Establishment
Medicines, devices, supplements and cosmetics, free zones included
Registers products; Federal Law No. 8 of 2019 prohibits promoting prescription-only medicines to consumers
UAE Media Council
Media content and people paid to promote online
Advertiser permits for creators and legal action over unapproved medical claims
Dubai’s rules are the most detailed. The DHA standards, announced by circular on 17 August 2026, reach Instagram, TikTok, Snapchat, WhatsApp, LinkedIn and other platforms. They ban words such as miraculous, the best, safest and no side effects, and titles like beauty expert that do not match a DHA license. Before-and-after photos must show the same person, shot with the same lens and unedited, with a note that results vary. Patients give written consent, and promotional filming in operating theaters during surgery is banned. A facility answers for influencer content shot on its premises.
Media Council Permits and Creator Campaigns
The UAE Media Council launched an advertiser permit in July 2025 for anyone promoting goods or services on social media, paid or unpaid, and companies are expected to work only with licensed individuals. In September 2025 it began legal proceedings against an account that made medical claims for a product without scientific evidence or health authority approval. Ask any agency running creator campaigns to confirm each influencer’s permit before posting.
Patient Data Under the PDPL and the Health Data Law
Federal Law No. 2 of 2019, on technology in health fields, applies across the UAE, free zones included. It bars storing or transferring health data about care delivered in the country outside the UAE, except in cases the health authorities define, and forbids using patient information for non-health purposes without written approval. The Personal Data Protection Law, Federal Decree-Law No. 45 of 2021, classes health information as sensitive, lets people object to direct marketing, and excludes health data covered by its own legislation. Ask where your CRM, call recordings and form entries are hosted, and keep patient lists out of ad audiences unless your lawyer agrees.
Picking an Agency for Dubai, Abu Dhabi and the Northern Emirates
Google handled 95.42% of UAE searches in October 2026, according to StatCounter, with Bing at 2.71% and Yandex at 1.33%. Google Business Profile listings, Maps and organic rankings therefore do most of the work. Patient content usually needs Arabic and English versions, and tourism campaigns may need more languages given where DHA says visitors come from.

Frequently Asked Questions
What words are banned in Dubai medical ads?
The Dubai Health Authority’s social media standards, issued in August 2026, bar claims such as miraculous, magic, unique, the best, exclusive, safest, 100 per cent, assured success, has no side effects, money back, famous, pioneer and immediate results. Ads also cannot criticize other doctors or facilities, claim superiority over a rival, use scare tactics, or describe a practitioner with a title that differs from their DHA license.
Can UAE clinics post before-and-after photos on social media?
In Dubai, yes, within limits. DHA standards require the images to show the same person, taken with the same lens and without editing, alongside a disclaimer that results vary between individuals. The patient must give written consent, and a parent must also consent for anyone under 18. Clinics in Dubai Healthcare City follow a similar rule in the DHCR advertising policy, which also asks for a no-guarantee statement.
Do influencers need a license to promote a clinic in the UAE?
Generally yes. The UAE Media Council’s advertiser permit, launched in July 2025, applies to anyone promoting goods or services on social media, whether paid or not, and companies are expected to work only with licensed individuals. In Dubai, DHA rules add that the facility’s medical director must approve any post naming the facility, and the facility is responsible for content filmed on its premises.
Can prescription medicines be advertised to the public in the UAE?
No. Federal Law No. 8 of 2019 on medical products bars promoting prescription-only drugs to consumers, with promotion to healthcare professionals handled separately under approval. Clinics offering treatments that rely on such medicines tend to market the assessment or the health concern rather than the drug. Ask your agency how it words these campaigns and confirm the approach with the licensing authority or your lawyer.
Can a UAE clinic store patient data on servers abroad?
Usually not. Article 13 of Federal Law No. 2 of 2019 says health information and data about health services provided in the UAE may not be stored, processed, generated or transferred outside the country, except in cases set by a health authority decision in coordination with the ministry. That affects CRMs, marketing automation and call tracking tools hosted overseas, so check hosting locations before signing up.
